New York Times CONDEMNS D.C. City Council. (And rightly so.)

The New York Times published an editorial condemning Tommy Wells and the D.C. Council's proposed legislation that would require the homeless to have a home before they can access services for the homeless, which they wouldn't need if they had a home.

Sounds condemnable to me.

And, maybe even do something.  All you have to do is walk.

And, to boot, the legislation won't pass constitutional muster.
